It boosts all population increasing buildings from their vanilla population increase to 1 million, essentially meaning you only need a couple buildings to be able to field every troop, peasant, and musketeer you'll ever have need for. To make logistics a bit easier, it also increases ferry capacity from 280 troop capacity to 1000.
